Biography

Salomon Djidiack FAYE is a Master’s student in Public Law at the Laboratoire d’Analyse des Sociétés et Pouvoirs/Afrique -Diaspora at the Université Gaston Berger de St-Louis. He works as part of the ProDP-Africa project, where his research focuses on the platform state and data protection issues.

Presentation

This report explores the issues involved in protecting personal data in the context of the digital transformation of African public administrations. the context of the digital transformation of African public administrations , particularly through the concept of the platform state. The concept, which stems from digital modernisation initiatives , is based on the use of digital platforms to optimise public services and encourage collaboration between public and private players. However, it raises major challenges, in particular the vulnerability of citizens ‘ personal data.

The study highlights the belated recognition of these issues in Africa, They are often relegated to second place in the face of the priority given to administrative efficiency and technological development. It is based on a critical analysis of African policy, institutional frameworks to assess their capacity to protect citizens’ rights in a rights in a rapidly changing digital environment.

Through a comparative analysis of African and Western experiences, the report suggests ways of developing ethical digital governance adapted to local conditions, emphasising the importance of striking a balance between technological innovation and the protection of fundamental rights.
