Perceptions and uses of digital platforms in Senegal: what challenges for the protection of personal data?

Biography

“Nothing is impossible with a valiant heart”.
I’m a young researcher at LASPAD with a bachelor’s degree in territorial public communication and sustainable development, and a master’s degree in political science from Gaston Berger University in Saint Louis. As a digital enthusiast, it’s with a big heart that I’m working on the Pro DP AFRICA project. My main role in this project is to focus research on the perception and use of digital platforms in Senegal, in order to identify the challenges linked to the protection of personal data.

Presentation

This political science dissertation analyzes digital practices in Senegal and the challenges of protecting personal data in Africa. It focuses on two main areas: the uses of digital platforms and the regulatory framework for personal data protection.

In the first part, the dissertation examines the uses of digital platforms by Senegalese citizens, highlighting the varied practices and perceptions according to age groups, socio-economic contexts, and users’ specific needs. Social networking, instant messaging and video streaming platforms are analyzed in depth, revealing their socio-economic and cultural impact, but also the risks linked to privacy and data security. The study also explores how socio-economic and cultural inequalities influence access to and use of these platforms.

In the second part, the report assesses the regulatory framework for personal data protection in Senegal, identifying its strengths and limitations. It highlights the shortcomings of current regulations, both at national and regional level, and examines the technical, political and institutional challenges involved in implementing a harmonized data protection system in Africa. Particular attention is paid to the role of public players and civil society, and to the issue of digital sovereignty in the face of international and technological pressures.
