Dr. Diabouré Roland Goulla, a Burkinabè national, is a seasoned legal advisor and consultant with 14 years’ experience in the field. He holds a doctorate in private law and is a lecturer at the UFR des Sciences Juridiques et Politiques of the Université Gaston Berger (UGB) in Saint-Louis, Senegal. He also coordinates the UGB’s Bureau d’Information du Justiciable, a sectoral program to promote local justice under the aegis of the Senegalese Ministry of Justice. Dr. Goulla specializes in private law and legal practice, with particular expertise in contract management, legal and institutional reform, and digital law.

Holder of a Doctorat d’Etat en Droit Privé obtained in January 2023 with distinction “Très honorable avec les félicitations du jury,” Dr. Goulla also acquired a Master 2 in African Cyberspace Law and a Diploma of Advanced Studies in Economic and Business Law. As a consultant, he works in a variety of fields, including contract engineering, legislative drafting and digital technology law, offering consulting, training and auditing services.
