It has legal personality and financial autonomy. The HAPDP draws up its own rules of procedure, which specify in particular, the rules governing deliberations, investigations and the presentation of files. The HAPDP is based in Niamey. The HAPDP ensures that the processing and use of personal data do not infringe public freedoms or pose a threat to the privacy of citizens, in particular in the use of information and communication
