My name is Ghislaine Emma Dioh and I’m a political science student in the international relations department at the Université Gaston Berger de Saint-Louis. My current research focuses on the protection of personal data in Africa and the digital economy.
This study examines the challenges of personal data governance in the context of Africa’s digital economy. It explores the institutional and legal gaps, and the tensions between the digital sovereignty of African states and global dynamics. Through a critical analysis of existing mechanisms, such as the African Union Convention on Cybersecurity and Data Protection , This brief highlights the obstacles to harmonising legal frameworks and the fragmentation of the African digital market.
Drawing on theories such as neoliberalism and transnationalism, it proposes strategies for strengthening data governance, developing an inclusive digital economy and protecting citizens ‘ rights with regard to the use of personal data.
The study calls for greater regional cooperation and appropriate regulation to ensure a balance between economic growth and the protection of individual rights. between economic growth and the protection of individual rights.
